PTC configuration management: checkin dialog should offer last revision description as default

The user wants that ILM client (source) should store the last revision descriptions ( re-use revision descriptions from previous check-ins)
The reason for re-use:
- members revision descriptions over a small time window (days) can be rather similar.
- when a check-in is interrupted, the rev desc is lost
- subversion e.g. stores/caches the last revision descriptions and offers it to user at checkin.
