Requirements holding values after approval

When a requirement moves along from draft to approved Reviewer A approved the requirement. Once it has been approved Reviewer A changes jobs or leaves the company. His permissions are then removed. A change request is needed to make an adjustment to the requirement but the change request cannot be created because of a relationship relating the change request to the requirement is attempted to be added to the requirement and because Reviewer A is attached to the requirement as a reviewer the constraint does not allow for the edit of the change request to requirement relationship to be added, thus not allowing a change request to be created thus not allowing the requirement to be editted. Functionality should be added to allow for certain fields to be editted without regarding the constraints.
