Rework checkpointLabelCheck Function for Jenkins

Windchill RV&S - Release 12.3 is currently used.

The Jenkins plugin causes connection resets in combination with Integrity / Windchill RV&S.

Calling the function checkpointLabelCheck(...) with parameters, the plugin stops working - it just hangs.
