As discussed on a Webex, the AsOf functionality (History View for the Item) is currently not implemented in the SOAP request for the getitem.
We have a new enhancement RFC 92359<https://support.ptc.com/appserver/cs/view/solution.jsp?n=CS92359> for this and our Product team is currently investigating it.
However, you can consider posting an Idea on PTC’s ideas page for this functionality.
