Usability: Invert (not) a 'where' query filter in one step rather two

If a user wants to down-select a query of items that are not at 'closed' then they first have to add a where filter that returns items at 'closed' and then select the filter and choose the menu to invert it. This is not intuitive and needs explaining to all users.

The user interface should be improved so this can be done in a single step. For example, a radio button could be added to the where filter dialog that allows selection of 'are' or 'are not'.

The Refreshed Web UI has a different filter model which works per column and allows the user to directly set contains or not contains kind of conditions.

Please review and let us know if that resolves the issue.
