User-Based Licence billing for Modeler Web Interface

User-Based Licence billing for Modeler Web Interface does not work.

Regarding to Case C13552562 there is no possibility for user-based billig the MWI in our company, because the MWI always takes the PTC-IM-WSU user to get a lic.
