10.1 M020 Business Rules

Has anyone configured any business rules that are newly available in 10.1 M020? I have read all of the WHC documentation on this but some things are still a bit unclear. Such as:

1. How to define all of the xml elements correctly in the rule file?

2. Where are the preferences for the BOM Release Rule?

3. Is it possible to download the existing CHANGEABLE_PRE_RELEASE rule set?

This is the output from my "windchill version" command and a screenshot of what's loaded in the ixbImport directory. I do not have any business*.zip files. My 10.1 M010 system was upgraded from F000.
