Activate owner-link

Use Case: I have a Creo assembly and want to associate it with an article using the 'Owner Link' type, but this option is not shown.

Cant activate Owner-Association.

Does this model already have an owner link yo another article ? 

if yes you may have to enable multi-owner association : Driving Multiple Part Structures from a Single CAD Model Using Multiple Owner Associations

Would you check below preference : 

Site > Utilities > Preference Management > Operation > Auto Associate > Disallow Structure CAD Document Types

I changed that, but unfortunately still not working…
