Did you try to use JSF 1.2 with Windchill. Should be fine. You can create your own custom tag library and use it in Eclipse /NetBeans
NetBeans has nice Web JSF components which can be easy to use with Windchill 9.1.
ps Windchill 9.1 is using Tomcat 6.0 so standard.jar and jstl.jar are correct for JSF 1.2, don't need configure. Please share if you are going to try. Will be interesting
