Adding custom tab under Site Tab

I have to add a custom tab under site tab in Windchill PDMLink 9.0.

I know the steps to do the customization but could anybody suggest a wayso that

Idon't have to touch the OOTB files.

May bemy custom xml files instead of modifying the OOTB navigation-actions.xml and navigation-actionModels.xml

at %wt_home%\codebase\config\actions and some configuration so that system will take this customization.
