Can you automate Publish Control?

Is there a way to automate the Publish and Thumbnail Control utility? We need to set Prohibit Publishing on a particular drawing file during work hours(6am-6pm) and then take that setting back off at 7pm so that when the batch publish of this drawing scheduled for 8pm can be performed.

I believewe can check if "Publish Filter" can handle this gettting the Server Time.Youneed to work on with some minimal cuztimisations to get it done.
