Here is a summary of what has been a long journey with tech support.
To use this functionality, there is a new API that was introduced.
However, when you upgrade, it does not update to this in the OOTB workflow.
Since mine was a custom workflow, it definitely did not update.
Once we figured that out, it now works really well.
The old code was:
WorkflowProcessHelper.promoteChangeables(changeActivity)
The new code is:
WorkflowProcessHelper.releaseChangeables(changeActivity)
