Creo Create CAD Part: After custom check in the CAD part is found checked out by Site Admin

Version: Windchill 13.0

Use Case: While using Creo 10.0.2.0 and Windchill 13.0.2.0 Workspace Interaction, we found after custom check in the CAD part is found checked out by "Site Admin", we tried operations through preferences but not got the exact respective results for the same for custom check in Creo. with enabled auto association. Preferences Set at Site level 1) Operations>Auto Associate>Store New Parts with CAD Documents = Yes 2) Operations>Auto Associate>Auto Associate upon Check In=Yes

I'm assuming that you check was done not as the site admin (wcadmin) but a regular user? Are there any custom listeners or other add ins present that might be triggered off a checkin? See method server logs and background ms logs for an errors that occur at time of check in. Sounds like an event process is occurring that modifies the object after check in by the admin but fails and leaves it checked out. This is not normal behavior.
