I tried enabling Create and disabled Create by Move. Enabled all other PDM Functions (Revise etc etc)..
What happened is .. it is allowing me to revise .
When checking out , I use another Product's Workspace , modified the item and I'm able to check it in back .
I'm still testing it to see if there's any other repercussions.
