Design partner not using intralink/windchill or any other PDM system. Instructions for best integrat

I'm thinking of writing some instructions for integrating files from a
design partner who does not use a PDM system. I'm wondering if anyone has
done so before and would like to share. My main problem is how to
communicate what they changed. The CO we give them is very specific but
when they send something it is always 300+ items including stuff they
modifed and stuff they modifed by accident and stuff they did not modify.
To make it easy on me, I've asked that they send only the stuff they
modified. And it sounds reasonable but we all know how reasonably pro/e is
right? So I was thinking of this:

I send a CO to them with 3 items marked as "to be modified" in an excel
sheet or some list otherwise.

Next what they should do is to put those 3 items in a working folder and
the rest in a read-only library folder

In the config file, then they should point to the library folder as a
search path

The questions is whether this will actually help or if they will just in
the end get 300 modified items in their working folder anyway. Are there
other alternatives of forcing users to only modify a certain subset of
items using a folder structure with no PDM?
