Does Windchill 11.1 M020 CPS13 support Cognos 11.1.7 ?

Can the customer safely upgrade to Cognos 11.1.7 or does he have to use the version shipped with windchill ?

PTC recommends to use the supported version of module/component as documented in the Software matrices.
Refer to 11.1 M020 Software Matrices to find the supported version of Cognos. Any other version is not tested and certified by PTC.
So if customer encounter any issues while using unsupported version it will not be supported by PTC Tech Support/R&D.
