Export/Copy contents of a "Library" from Windchill 11.0 M030-CPS16 to 11.1 M020-CPS16

Is there a way to export contents of a "Library" from Windchill 11.0 M030-CPS16 to  Windchill 11.1 M020-CPS16. Have already explored Export/Import utility (after setting : wt.ixb.import.allowCrossReleaseImport = true in wt.properties on Target Windchill), The Import activity results in following Exception: 

Nested exception is: wt.pom.PersistenceException: The commit is mismatched. It corresponds to level "1". Current level is "0"

THE RESULT OF THE IMPORT :FAILED
