First publish job always fails after Windchill restart

I've been working on getting our publishing under control and for the most part (with help from the great people and content here) things are going well. However, for whatever reason whenever I restart Windchill the first publish job always fails with the "Failed to register Windchill server xxx - - 15" error. Normally, I just republish that first job after a minute or so and things then start working well.

Is there a way to avoid this first job failing? Does it have to do with the order of events of restarting Windchill?

In the CAD Agent configuration, make sure you have AutoStart checked.

Both the Creo and Solidworks workers are set to Autostart.

The start up time for the Creo is set to 30 seconds... perhaps this should be longer??

My Creo startup time is set to 90 seconds.

Still the same result at 90 seconds.

This is what the log looks like for each failed job:

Hi,

Have you solved this somehow?

Are you sure your Windchill system is fully started up in the 90 seconds? I might try bumping up the time to 5 minutes just to test if it's a timing issue. Then you can adjust it down to something reasonable. Or try quickly republishing after the first failure, to see how long it takes before publishing starts succeeding.
