How override referential integrity violation?

A user checked-in a model at revision A instead of 0 (initial release).
As usual, I've been asked to correct this.
As in Intralink 3.x, Windchill 9.1 does not allow anyone (including the admin) to modify the revision.
So I tried to do what I did in the past in Intralink .3x):
I export the affected files, delete them from the product, and re-import and check-in at the correct revision.
This worked fine in Intralink 3.4, but Windchill won't allow it because of "Referentialintegrityviolations".
This is because the model is use by other assemblies.

Is there a way to override this or some other work-around?
