Then your system admin needs to modify Windchill preferences to allow secondary content.

In Organization or Product preferences, have them look for Part Management and then set Attachments on Parts to Yes.

Checkout and Edit the WTpart

On the first screen, edit Next

On this screen, you can browse and upload any related documents you need.

When done, check-in the WTpart.

Thank you

The next button is grayed out, so I am lost.

By default, no files get attached directly to WTParts and this preference should be understood and discussed carefully.

The norm is to associate (not attach) WTDocuments (of two primary flavors) to the WTPart.

How do I for example associate a PDF work instruction to a WT part?

I may have access to change it.  How do I get in there to change to YES.

Key to this is precise terminology.

Files are "attached" as content for example to WTDocument objects.

Separate WTPart and WTDocument objects can be Associated, as Ben notes below.  Each is still independent but associated.

If after associating, the WTDocument's content file is edited, then important considerations come into play related to which version of the WTDocument and it's content file a user should access.

What is a WTdocument object?

Lots of good training info out there for this.  Here are just a few.
