In new Option Set wizard "Manage Local Rule Changes Independently" is greyed out.

I am using Windchill PDMLink Release 12.1 and Datecode with CPS 12.1.2.2

In new Option Set wizard "Manage Local Rule Changes Independently" is greyed out. By default it is set to "NO"
