Can we add another user lookup kind of attribute to this create change request page? similar to 'Created By' user lookup field?

Yes you can add a custom attribute & then implement a custom picker for picking up a wtuser. check CS335501

Can I get a more detailed description on how to create a user picker, what are the files that need to be changed, and if a WC Restart if required? I tried to follow the document and it's not working for me.
