How is possible have the same revision level for a wpart in 2 different views (design and MFG) for example A.1 for both in Windchill 11.1?

Used to not be like that. Older systems had a scheme of A for design and A.A for the derivative Manufacturing view. Actually, you can have different revs for both. For example if you have like you suggest now, both have A, and you revise the Manufacturing view, it would go to B. This would show A Design and B Manufacturing.
You have to think of this like a branched structure. I will do my best ASCII art.
Design Manufacturing

B --------->B

When you create "new view version" you copy from Design to a new downstream view. You can have many views but there there is a structure to them.
Revise goes down, New View version goes across.
