The information in the Change For This Release topic you noted is not correct, and it will be updated for our next maintenance release.
For Windchill PDMLink and Windchill ProjectLink, the License Usage Reporting utility has been replaced with the Usage Reporting utility in 10.0, and with Usage and License Reporting in 10.0 M020 and 10.1. In the latter, one of the tabs contained on the page is labeled Usage. This is the report that replaces License Usage Reporting for PDMLink and ProjectLink; note that the Usage report now shows only the Usage Period and Users. For Pro/INTRALINK, the License Usage Reporting utility is unchanged.
I hope this clarifies the situation; the Windchill Help Center includes more detailed information about each utility.
