Download a later build of Pro/E and load FlexNet (the new license manager). It may also be part of Intralink 3.4 M062 if you have access to that. All the new licenses use the new FlexNet instead of FlexLM.

Stephen,

After Intralink 3.4 M011 (starting with M020) PTC has changed the Intralink license format. So for Intralink 3.3 I think you need a 3.4 M011 license or older.
If your licenses are newer you can request a downgraded license at PTC License management. The license manager software doesn't matter.
