Locking a CAD file in WS

I am doing some testing in WC 9.0 with two different user accounts neither of which has admin capabilities.

When I lock a CAD file in one user workspace, close out of the window, log in as another user, add the CAD file to WS, I am able to unlock the CAD file. Do I have something set incorrectly?

Lock sets the file to read only for the one user and does not affect the ability of any other user to set to unlock the file or check it out. If you want to prevent another user from making changes then you need to check out the file.
