MPMLink Question

Hi All,
I have a question for you regarding MPMLink functionality. I have a situation where my Design view part is 123456 and I have an equivalent downstream part in the Plant1 view numbered 102030. Now I have another Plant2 view (Plant1 and Plant2 are both downstream from Design in the view hierarchy) who wants to make their own equivalent part to 123456 and use the part number 102030 but MPMLink won't allow me to create a New Downstream Part Number because 102030 is already in use by Plant1. How can I accomplish this? Below is a graphic of what I'm trying to accomplish but cannot.

In summary:
1. I can create a new downstream part number if the new number doesn't exist.
2. I cannot create a new downstream part number if the new number does exist in a different view.
