Policy on ProjectLink

I am using Windchill ProjectLink Release 12.1 and Datecode with CPS 12.1.2.0

I set a policy at Project Domain but it doesn't work ..I would disable the "Set State" if the State is "Coded" for a specific WTPart Type

go an object that still has set state action and use "Edit Access Control" action , then select my access,and click on the info icon

this will show where the set state is granted
