Post WC 9.1 M060 to M070 upgrade issue.

I just finished an upgrade from M060 to M070. The PSI completed without incident and all services restarted without error. However, when I try to launch Windchill, after a long delay, I get a Server 500 error (no logon prompt pops up). I did a compare on all .conf files in Apache with the original files from M060 and the were all identical. The error in the Apache error log reads as follows:



[Thu Apr 18 23:16:54 2013] [error] (OS 10061)No connection could be made because the target machine actively refused it. : proxy: AJP: attempt to connect to [::1]:8010 (localhost) failed



We are running on Windows Server 2008 R2 Standard with service pack 1

Has anyone encountered this issue post upgrade from 9.1 M060 to M070?

Sounds like WindchillDS and/or Tomcat are not running.
