ProjectLink 9.1: How to freeze a project?

Hi Guru's,
I have a requirement where we want to freeze a project when the state of the Project is "Completed". How to achieve this ?

(i.e. No members of the Project should be able to modify the WTObjects in the project when the Project state is "Completed" )

I hope you have come accross such scenario...

Note: Projects is not lifecycle managed object
