I sent the question to tech support first and had no luck, just wanted
to verify that this is the truth. I unfortunately think it is, but it
kills the benefit of having Pro/E and Solidworks on seperate machines.

SolidWorks. Investigating setting up an additional publisher queue to
allow them to process in parallel."
Followed by our telephonic talk, I discussed this with my team of
engineers. The suggestions that I got were pursuant to what we
discussed on phone:
? It is not possible route jobs based on the CAD (or authoring) application.
? The only way to work with multiple workers is to treat them as of
the same authoring application and configure them as per TPI 138537.
