Frequently server getting down.
Getting error(Tomcat is down or refused connection)
Here are the errors that I faced
Tomcat is down or refused connection.No response has been sent to the client

Sounds like an issue you need to take up with your IT department.
Are Apache, Windchill and your LDAP being run as services on the host system?
