Thanks Mike for all your inputs. I copied the OOTB Approval Process and
modified it to meet our need. I had to create it from scratch to fix the
issue, as per your suggestion. With new process only relevant roles(Approver
and Reviewer) are showing up in the applet. I still am not sure what made
those roles show up in 'Setup Participants' applet earlier.
Now I am having another issue. Even though Approver and Reviewer roles in
Context team have participants, Setup Participants applet is not
preselecting them. So user has to select them manually everytime. Any ideas
?

Thanks for the suggestion. I tried changing the teams in Resource
pool from Context team to a org level team. But that didn't fix the issue.
Finally I ended up creating the workflow from scratch.
