Software Downloads option unavailable under Quick Links for some users

I have some users that don't have "Software Downloads" as an option under the "Quick Links" pull down in Windchill. Most users see this option. Is there a profile setting or preference that controls the visibility of this?

Yes.  See the profile action called "View Utilities page on Home tab".
