Two options in the publish rule for STEP file one that generates w/ annotations & another one w/out

I am using Windchill PDMLink Release 11.1 and Datecode with CPS M020-CPS20

Business need to have two options when creating a Creo representation in Windchill. One to include annotations in the generated Step file and another one without annotations.
We would like to see if it is possible to configure this on windchill side and on the CAD worker side.
