WC 13 PSI fails - Installation is aborting-Winchill loader error with Method Server unable to start

Version: Windchill 13.0

Use Case: Installation is failing with Windchill Loader failed.

Description:

Hello Experts,

Need your help /guidance on below issue .

I am installing the WC 13 with oracle RDS on Windows server 2019.

During installation PSI failed with " windchill Loader failed" and aborted the installation.  

After further investigation it seems the Server manager Ubale to start the Method server showing timeout error. 

below is the error stack from the Method server logs-
