We accomplished this witth:
- multi-level bom compare
- downloadable WTPart configurations with zipable reference WTDocument and EPMDocument Packages in WTPart Version and iteration specific folders.

We had a lot of help from www.Najanaja.com. Most ODMs don't have Windchill and need these packages to be able package all the required information based on access control.
The Windchill history on name is always required solution. Windchill Architechture was flawed from the start with the Name system attribute as part of the Master which has no history.
I hope you guys get your foundation of the solution right before you start moving forward. Windchill solutions have to start to move away from the methodology of Pro/I. Once you move to document and other CAD integration, WTPart and how you identify your reference objects to associate to WTPart packages eases therest of the business functions to identify the information displayed in searches.
