Imagine several people working from the same skeleton using Publish Geometry and Copy Geometry. When changing some dimension of the skeleton and checking in again, is it possible that those who only have the copy geometry of the skeleton receive a message informing them that they must update their workspaces?

What you need is data on who was that in their workspace currently. You could write a report to show this, give a CAD model, it can show you who has it. From there, you can use the email this page feature and plug in those names.
Users, especially those working on same items, should be utilizing the out of date workspace view to check if items have changed. You might want to remind all of them of this best practice.
