From your description, PDMLink is doing exactly what you asked it to do.
You asked for the viewer to only be able to see the last RELEASED state drawing level, rev B.Then you complain because your workflow has not released revs C-F, which are still in the PENDING CHANGE state and not available to someone who can only see objects in the RELEASED state.
