Within a CAD driven BOM structure, why is my component showing "Excluded" under the build status column?

As you can see below, the first component is being shown as "Excluded" under the Build Status column, why is it being shown "Excluded".  Has anyone else seen this?

It shows up fine in the creo assy and under uses tab.

What do you see for this Part if you do a Compare to CAD Structure? Can you right click on it and set it to build?

Is this part by chance a family table?  We have come across many of our family tables that need to be verified.  Lori is correct that you should be able to rebuild the structure using the Compare.
