Workflow Not Firing from Lifecycle Gate

We are having problems firing a workflow from a lifecycle gate of a WTPart soft type. We do a Set State through the gate but the workflow does not run. Has anyone had to do any special configuration or set any wt.properties to get this to work?

Is LC template Advanced Type (rather than Basic)?
Is the WF Template mapped to the State on which the WTPart lands after Set State?
Is the WF Template Latest (Checkmark in LC Template)?
Is the WF Template Enabled?
Is the WTPart created with latest LC Template? If in doubt, Re-assign LC for it and retest.
