I would advice to create a select(all WTP) and subselect (WTP with EPMLink) then use operand Not In subselect and you can get the correct results.

I did similar report with MPMTools that are not linked to MPMOperations,

QML report is attached with WTPart not linked to EPM

(rename xml to qml >D.)

report has been created in Wch 12.0.2.0
