define an organization user as a site admin

Dear all,

I create a user into an organization and add it as an orgadmin.

but now, this user needs to change the types and attributes, so I would like to add him as a site admin. But I can't because he was created into an organization context and not into the full site.

any tip to do that?

the best practice is to add this user in the "Administrators" group.
