Numbering is based on the OIR (Object Initiation Rules), which is based on the type of object in Windchill. It isn't explicitly tied to the extension. You'd have to look at what type is getting assigned for your Creo Illustrate files (we don't use it, so I'm not sure what the default would be). Once you find the type, you would have to update the OIR. 

Keep in mind that the OIR may apply to other types of files in Windchill, so if that's the case, you'd need to possibly look at how to differentiate.
