user level edit passwrod

I am using Windchill PDMLink Release 12.1 and Datecode with CPS 12.1.2.0

from wc admin level we can change the user password but if user needs to change his passwords at user level
quicklinks> preference > profile> Action > edit - here edit is disabled so user can not change his passwords , we need to enabled edit mode so they can
change their password at their own level
