Restart Windchill and review the latest Method Server logs. What errors are reported?
Does Windchill fully start? There should be a "Method Server Ready" line in the Method Server log4j file.
What database do you use with Windchill: SQL Server or Oracle?
What LDAP are you using: WindchillDS, OpenDJ, corporate LDAP?

It will be helpful to upload the complete ServerManager and Methodserver log file under <Windchill>/logs
I'd recommend opening a Support Case with PTC. This would be a high-priority issue
Typically the only time I see windchill start but the page not load after you login is when you are not configured right for http vs https. That can happen if you have had the system down and put it in http to do loadfromfile or something like that and then not put things back right. Check your wt properties to see how you are set.
