Hi,
This is due to Java applet incorrectly working.
You need to go give permissions in the java configurations.
There is also a preference to use Webpage without the legacy applets.
pls check the above in help document.

Upgrade the Windchill to the newest version.

You've written that you are using 12.0.2.10 but my dev Windchill version 12.0.2.7 does not use the java applet anymore for Workflow administration so I guess that you are on a previous version then you've mentioned.

So you need to use an explorer that supports java applets and grant an access to the java applet.
