As of Creo View 4.0 F000 you don't seem to be able to scroll using the mouse wheel in the left or bottom menu bars.
The Viewables, Annotation Sets, Structure and Model views do not scroll with the scroll wheel, only manually by clicking on the scroll bar.
Same with the attributes list in the bottom window.
The option menu also doesn't allow use of scrolling.
The screen is smart enough not to scroll the primary view when you hover over those menu bars, but not to allow them to scroll.
