Managing relationship between source dynamic doc and related translation content over time

Currently we release and create a baseline of an approved source language bookmap.  We later use this source baseline to create a target translation package.  It then takes time to return the translation content from our vendors.  During this time, source content continues to go through changes (new revisions and iterations) and other documents sharing the same content may even perform their own release, baseline, and translation process, further complicating what is considered latest, released content.

 

My question: when the initial translation is eventually returned, what process could be used to ensure that target language revisions "align" (in a new baseline to publish / export) with that of the revisions defined in the original source baseline?  We want to ensure what our customers see in the source (English) document matches 100% with that of its translated counterpart.  This process must consider both translatable and non-translatable content changes.
