In my opinion, the best option to use top-down design is inheritance, because it is based on standard model and you can supress, resume, modify allowed dimensions and others. Combining with Windchill, you could have really a library object to create others. For example: in my company we use ProE to make dies models. The cavity is made from part model, but the dies are made from one standard-library model by inheritance. The ejectors is allowed only in a restricted area and the rule for it is on the standard model.

Tony, Top Down Design and the associated topic of Large Assembly Management are BIG topics. I suggest you read as much as you can in the Help files and other sources including 3rd party books and that you take the appropriate courses from PTC if possible. It's a little hard to tell from your brief description whether or not you are using an optimum technique for your work. Other topics you should consider include Skeleton Parts and Pro/Notebook, a.k.a. Layout. David
